Subject: Urgent: Protect Charter Students from Unfair Funding Reductions

Dear Governor Moore,

Thank you for your commitment to children, families, and educational equity in Maryland. I am writing to share deep concerns about the Maryland State Department of Education’s current proposal on charter school funding, which would allow districts to withhold more than 5% of funds intended for charter school students.

This change would place many public charter schools at risk of significant program cuts or closure.

We are asking for your leadership to urge MSDE to listen to the thousands of families who have contacted them so far and adopt a reasonable cap:

• A 2% standard withholding, and

• A hard ceiling of 5% when additional costs are justified.

This approach strengthens all public schools and keeps Maryland families from losing high-quality public-school options they rely on.

Please stand with families and students to ensure MSDE adopts a fair, transparent, and sustainable funding policy.
