Dear President Michael,

Thank you for your leadership and your service to Maryland’s public-school students. I am writing because MSDE’s current funding proposal would allow districts to withhold significantly more than 5% of state education dollars from charter schools—placing many schools at risk of closure.

We respectfully ask MSDE to adopt a 2% standard withholding cap, with a hard 5% ceiling for districts that can demonstrate additional needs. This balanced approach ensures transparency, predictability, and fairness for all Maryland public school students. 

Families and educators have sent thousands of messages asking MSDE to protect equal access to strong public schools. We urge you to listen and adopt a policy that safeguards Maryland’s diverse communities and keeps all our schools strong.
